Fractional CIO and CTO

Stop making tech decisions on your own

I join your leadership for a set number of hours each month. Together we work out what matters most across your systems, security, spend and AI, turn it into a clear plan, and I guide your team and IT providers as they deliver it. Senior technology leadership, without the full-time salary.

From S$3,500 a month. Start within weeks. No equity, no long lock-in.

The model

What is a fractional CIO and CTO?

“Fractional” just means part time. You get an experienced technology leader for a set number of hours each month. They set the direction for your IT and technology, decide what to prioritise, and are accountable for the plan, as a full-time hire would be.

Many growing businesses already do this with finance: they don’t have a full-time finance director, but they still have someone senior looking at the numbers. This is the same idea for your technology.

Senior experience, sooner

Twenty years of experience from the first week, without a long hiring search.

A fraction of the cost

Pay for the hours you need, with no equity or long lock-in.

Flexible as you grow

Scale time up or down as priorities and funding change.

Independent perspective

Patterns learned across many businesses, with no vendor agenda.

What usually happens

Without an IT leader, someone decides by default

The most expensive IT decisions are the ones nobody knew they were making.

  1. You, the owner

Approve every tool and sign every IT contract, usually late in the evening, between sales and payroll.

  2. The office or operations manager

Becomes the unofficial helpdesk, resetting passwords and chasing laptop deliveries instead of doing their real job.

  3. The most tech-savvy employee

Ends up with admin rights to everything, and becomes the only person who knows how anything works.

  4. The IT provider

Recommends what they sell, and nobody on your side can tell whether it’s what you need.

The cost

What unmanaged IT really costs

Most of these costs are quiet. They show up as slower hiring, longer sales cycles and evenings spent fixing things that shouldn’t have broken.

Wasted spend

Licences for people who left months ago, two tools doing the same job, and auto-renewals nobody checks.

Lost time

Half a morning gone every time email or the Wi-Fi plays up, and new starters who can’t work in their first week.

Security incidents

One clicked scam email, a hijacked email account, or a lost laptop with customer data on it.

Stalled deals

A bigger customer asks how you protect their data, and the deal waits while you work out an answer.

Data protection exposure

Customer and staff details kept and shared with no policy behind them, which matters under Singapore’s Personal Data Protection Act (PDPA).

Key-person risk

All the passwords and know-how sit with one person. When they’re on leave, or they leave, you’re stuck.

The dilemma

You need the experience, not the full-time seat

What you’re getting

A leadership role, not a helpdesk

I won’t be fixing your printer or running your IT day to day. I help you decide where to focus, put a clear plan in place, and make sure the right people and IT providers are doing the work well.

What it is

  • A senior leader who sets the direction for IT and technology
  • Accountable to you and your board
  • Independent advice, with no vendor commissions

What it isn’t

  • A helpdesk, or someone to run your IT day to day
  • A report that sits on a shelf
  • A reseller pushing a product
Two job titles, in plain English

CIO or CTO: what’s the difference?

One focuses on how well your technology works for you today; the other looks ahead to where it needs to go. Most growing businesses need a bit of both, and the balance shifts as you grow. Either way, you get one person.

Today

CIO: Chief Information Officer

Makes sure the technology you run on today is safe, sensible and good value.

  • Laptops, email and logins
  • Security and data protection
  • Software subscriptions and spend
  • IT providers and support

Who needs it: every growing company.

Looking ahead

CTO: Chief Technology Officer

Looks ahead and sets your technology direction, so today’s choices still make sense in three years.

  • Which platforms and tools to invest in
  • How AI and automation could change the business
  • How your systems grow as you grow
  • Leading developers or an agency, if you have them

Who needs it: any business where technology will shape how it grows, not only software companies.

The method

The 4-Pillar CIO Framework

Every engagement follows the same four steps, so you always know why something is on the plan and what it’s worth.

  1. Business outcomes first

Start from where the business is going: growth, hiring, funding and what you’ve promised customers. Not the latest tech trend.

  2. Current state audit

A look at what you have today: systems, who can log in to what, security, IT providers, spend and support. What works, and what’s at risk.

  3. ROI prioritisation

Rank every fix and opportunity by its return on investment (ROI), what it’s worth to the business against the effort and cost, so money goes where it matters.

  4. Roadmap and execution

A clear 12-month plan, then I guide your team and IT providers month by month to keep it on track.

How we work together

A leadership role, not a project

Months 1 to 3

Get grounded

  • Conversations with you and your team
  • IT, security and spend review
  • 12-month plan, and the quick wins done first

Months 4 to 12

Guide the delivery

  • Your team and providers guided through the plan
  • Progress on security and operations tracked
  • IT providers held to account
  • Regular updates to you and your board or investors

Year 2 onwards

Scale and evolve

  • Roadmap reset every year
  • Support through growth and fundraising
  • Time flexed up or down as needs change
  • Ready to hand over to a full-time hire

Built for the long term. A three-month minimum, then month to month for as long as it adds value. The first plan is only the start; the value comes from ongoing leadership.

What you get

A senior leader in your corner, every month

Always on hand

A sounding board

Talk it through before you sign up for a new system, contract or IT provider.

Straight answers

“Do we need this?” “Is this safe?” “What should we use?” Answered in plain English.

Tech planned in, not bolted on

When you hire, move office or win a bigger client, the systems side is planned up front.

An independent second opinion

On quotes, contracts, proposals and new tools. No commissions.

Plus, tangible outcomes

A 12-month IT plan

Tied to where the business is going, so spending has a reason behind it.

Security and access baseline

A clear standard for two-step logins (multi-factor authentication), managed laptops and access control, so you can answer customer security questions with confidence.

Software and IT spend review

Find out what you’re paying for, with a plan to cancel what nobody uses and combine overlapping tools.

Onboarding and offboarding

A simple process so new starters are productive on day one, and leavers are locked out on their last.

Data and AI usage policy

Clear rules for customer data and AI, aligned with the PDPA, and approved AI tools your team can use.

IT provider oversight

I hold your IT providers to account, so you get what you pay for. Independent, with no commissions.

Investment

Three ways to work together

Pick the level of involvement you need now. You can move between plans as your priorities change.

Who it’s for

Is this the right time for you?

  • You have somewhere between 20 and 200 people, and you’re growing
  • IT falls to you, your office manager or an outside helpdesk
  • You’re not sure what you spend on software, or who can log in to what
  • Customers or investors have started asking about security
  • You’re about to hire a lot, raise money or open in a new market

Three or more sound like you?

You’re carrying IT risk that a senior leader would already be managing. A 30-minute health check is a good place to start.
